(1) Save where the contrary intention appears from the context of any provision of this Ordinance and subject to any special instructions of the Director of Social Welfare, an Assistant Director of Social Welfare may exercise or discharge any of the powers or duties which the Director of Social Welfare is entitled to exercise or required to discharge by any of the provisions of this Ordinance.
(2) Save where a contrary intention appears from the context of any of the provisions of this Ordinance, and subject to any special instructions of the Chief Executive, the Director of Social Welfare may authorize any public officer to exercise or discharge any of the powers or duties which the Director of Social Welfare is entitled to exercise or required to discharge by any of the provisions of this Ordinance.
