(1) In any proceedings in respect of a contravention of section 10(1) (b), it shall be a defence to prove that due to a defect in the relevant pay and display machine, it was not possible to obtain a display ticket.
(2) A person who, without reasonable cause or excuse, displays a display ticket which has been altered, damaged or defaced shall not be treated as having complied with section 10(1)(b).
