(1) For the purpose of conducting an investigation under section 21 or of ascertaining whether the provisions of this Ordinance are being or have been complied with by any licensee, the Registrar, or any person authorized in writing in that behalf by the Registrar on production of his authority (if required), may enter any premises where-

(a) the business of a travel agent is being carried on; or
(b) he believes, upon reasonable grounds, that the books of account of a person carrying on business as a travel agent
are kept,

(a) wilfully obstructs the Registrar or any person authorized by him in writing under subsection (1) in the performance of his functions under that subsection; or
(b) without reasonable excuse fails to give the Registrar or any person authorized by him in writing under subsection (1) such assistance or information as he may require in the performance of his functions under that subsection,
