(1) No person shall obey the call of nature-

(a) in any street, public place or place exposed to the public view; or

(b) in any common part of a building other than a toilet or water closet.

(2) No person having the care or custody of any child under 12 years of age shall permit, without reasonable cause, such child to obey the call of nature-

(a) in any street, public area or place exposed to the public view; or

(b) in any common part of a building other than a toilet or water closet.
