The suspension or revocation of a licence under section 18 or 19 does not operate so as to avoid or affect any right, obligation or liability under any agreement, transaction or arrangement-

(a) relating to the supply of a travel service entered into by a licensee whose licence has been suspended or revoked at any time before the suspension or revocation, as the case may be; and
(b) in relation to which a sum of money has been paid at any time before that suspension or revocation.
