The provisional register is to consist of the following-

(a) subject to sections 9, 11 and 19(3) and (4), the names and relevant particulars recorded in the existing final register;
(b) if the name and relevant particulars of a person are corrected under section 15(8)(a), those particulars, as corrected;
(c) the names and relevant particulars of persons whom the Electoral Registration Officer has determined to be eligible to be registered in the provisional register, on applications received by that Officer-
(i) in the case of the first provisional register, during the period beginning on the commencement date and ending on 16 January 1998; and
(ii) in the case of any subsequent provisional register, during the period beginning on 17 January in the preceding year and ending on 16 January in the current year.
