(1) Every well, water storage tank and cistern shall be fitted with a close fitting lid or cover so constructed as to prevent the access of dust and insects thereto, and such lid or cover shall be kept closed except when the well, water storage tank or cistern is being cleaned or repaired or some other operation that cannot be carried out with such lid or cover closed is being carried out. (2) The Council may, by notice in writing served upon the owner or the occupier of the premises on which any well, water storage tank or cistern is situated, require that the lid or the cover of the same be locked in such manner as may be specified in the notice. (L.N. 77 of 1973)
