(1) No person shall by way of trade or business deal in any arms or ammunition unless he holds a dealer's licence authorizing him to do so.
(2) A person who contravenes subsection (1) commits an offence and is liable on conviction upon indictment to a fine of $100000 and to imprisonment for 10 years.
