Where a vehicle permit is lost-

(a) in the case of a vehicle the driver of which is under the control of the manager, the driver shall forthwith notify the manager and the Hong Kong police of its loss;

(b) in the case of a vehicle the driver of which is not under the control of the manager, the owner shall forthwith notify the manager and the Hong Kong police of its loss.
