(1) The owner of a suspended working platform shall ensure that it is not used under weather conditions likely to endanger its stability or cause danger to the persons carried thereon.
(2) After exposure to weather conditions likely to have affected the stability of the suspended working platform, the owner shall-

(a) cause the suspended working platform to be load tested and thoroughly examined by a competent examiner as soon as practicable thereafter and before the suspended working platform is again used; and
(b) in the event of the anchorage, ballast, counterbalance or supports being found on examination to be unsafe, take such steps as will again ensure the stability of the suspended working platform.
