(1) The superintendent shall, subject to the approval of the Director,-

(a) maintain a daily routine which shall include the hours of rising, meals, recreation and retiring and shall keep a copy of such routine posted in the school;
(b) provide a scheme of training; and
(c) make provision for recreation including organized games.
