(1) Any person who wishes to have registered within any class specified in Schedule 1 to the Ordinance a motor vehicle of which he is the owner, shall deliver to the Commissioner an application for registration in a form specified by the Commissioner together with such documents as may be specified in the application form relating to the owner and the vehicle required for the purposes of regulation 4 and the Motor Vehicles (First Registration Tax) Ordinance (Cap 330), and shall pay to the Commissioner the registration fee prescribed in Schedule 2.
(2) The Commissioner may refuse to accept an application under subregulation (1) from an owner who is not a body corporate or is a natural person under the age of 18 years, and may, where a motor vehicle is registered other than in the name of a body corporate or a natural person of the age of 18 years or above, require the registration of the vehicle to be in the name of a body corporate or a natural person of the age of 18 years or above.
(3) An application under subregulation (1) shall be signed by the owner of the motor vehicle or by some person duly authorized by him in writing, and where the owner is a body corporate the application shall be signed by a person nominated by the body corporate.
(4) For the purposes of an application under subregulation (1), the Commissioner may permit in writing alterations to a motor vehicle whereby it complies with the requirements relating to a class of motor vehicle other than the one within which it is registered.
