(1) Any person who in a public place, to the annoyance of or in a manner likely to annoy any other person, importunes such person to buy any article or thing or to give his custom to any business, whether or not the article or thing is offered for sale, or the business is carried on, by such first-mentioned person, shall be guilty of an offence and shall be liable on conviction to a fine of $1000 in the case of a first offence, and to a fine of $2000 and to imprisonment for 6 months in the case of a second or subsequent offence. (2) In subsection (1), "business" (業務) includes any services provided by way of trade or business.
