Any person who without lawful authority or reasonable excuse obstructs the owner of a private road or an authorized officer in the exercise of any power conferred, or the discharge of any duty imposed, under these regulations commits an offence and is liable on conviction to a fine of $2000 and to imprisonment for 6 months.
