(1) The Board of Governors may make rules providing for-

        (a) the control and management of the schools or school premises established or maintained or owned or occupied by the corporation, and in regard to all matters incidental to the conduct of such schools or school premises;
        (b) the holding of meetings of the Board of Governors or of the management committee and the conduct of business thereat;
        (c) the keeping of accounts of moneys received and expended by the management committee;
        (d) all other matters which are necessary for the management and control of the Board of Governors or of the management committee.
(2) No rules made by the Board of Governors under subsection (1) shall be binding unless such rules have been passed by a majority of members present and voting.
