Introduction

Even before the Reunification, Hong Kong had enjoyed close social and economic ties with the Mainland. The adoption of an open-door policy by China in the 1980s in pursuit of economic reforms brought about an expansion of cross-border economic activities. The process of regional economic development and integration has intensified over the last ten years, as the economy of China experienced unprecedented growth.

Since the Reunification in 1997, the Government of the Hong Kong Special Administrative Region has stepped up its efforts to foster closer legal, economic and administrative cooperation with the Mainland and Macao, in order to serve the needs of the Hong Kong community. This website records some of the major arrangements between the Government of the Hong Kong SAR with the Central People's Government and the Government of the Macao SAR, covering a wide range of areas such as trade and investment, taxation, environment, civil aviation, shipping, mutual legal assistance, etc. Further enquiries about the arrangements may be made to the International Law Division of the Department of Justice at ild@doj.gov.hk or to the Government bureaux/departments responsible for the relevant arrangements.
